Snowy Escape being near the top is a hot take, lol, and even more so Island Living (one of my favorite packs, so I agree with you there), especially because the main selling point to you is the mermaids. Windenburg is widely considered one of if not the best world in the game, and it's definitely one of the biggest. It's also interesting to me that you think Windenburg is disappointing.
IMO, even though it's not my personal favorite, City Living is the best EP in the game because it has something for everyone. We list them out for PC, Mac, Xbox One, and PlayStation 4, as well as what you need to do to complete them. Plus you get a cool, large world, apartments, and a great selection of BB and CAS. There are 100 achievements to obtain in The Sims 4, including hidden achievements. You get several new semi-active careers, festivals, and the singing skill and karaoke bars.
